The scheme aims to provide financial assistance to non-pensioner Ex-Servicemen of all ranks and widows for meeting medical expenses incurred on the treatment of approved serious diseases, including cancer, renal failure, knee replacement, and heart surgery.

In detail

The scheme "Financial Assistance for Treatment of Serious Diseases to Non-Pensioner Ex-Servicemen (ESM) (All Ranks)/Widows" is implemented by the Department of Ex-Servicemen Welfare, Ministry of Defence, Government of India to provide financial assistance for the treatment of approved serious diseases to non-pensioner Ex-Servicemen and widows. The scheme supports expenditure incurred on hospitalization, medicines, and medical treatment for specified serious diseases. Assistance is provided subject to prescribed limits and eligibility conditions. Applications are processed through the Zila Sainik Board and approved by the Kendriya Sainik Board. The approved amount is transferred directly to the beneficiary's bank account through Electronic Clearance Service (ECS).

Who qualifies

  • Applicant must be a non-pensioner ESM or his widow.
  • Should not be a member of ECHS (Ex-Servicemen Contributory Health Scheme) or availing AFMS (Armed Forces Medical Services) facilities.
  • Should be recommended by respective Zila Sainik Board (ZSB).
  • Expenditure must be incurred at a approved govt hospital at the rates applicable under CGHS (Central Government Health Scheme) / ECHS.

What you get

> For Non-Pensioner Officers/Widows:

  • Medical Treatment Assistance: Financial assistance of 75% of the total expenditure incurred on medical treatment, hospitalization, medicines, and related expenses.- Maximum Assistance Limit: Maximum financial assistance of ₹1,50,000/- (one-time) for approved serious diseases.- Cancer Treatment and Dialysis Assistance: Financial assistance of up to ₹75,000/- per annum for cancer treatment and dialysis.

> For Non-Pensioner Other Ranks/Widows:

  • Medical Treatment Assistance: Financial assistance of 90% of the total expenditure incurred on medical treatment, hospitalization, medicines, and related expenses.- Maximum Assistance Limit: Maximum financial assistance of ₹1,50,000/- (one-time) for approved serious diseases.- Cancer Treatment and Dialysis Assistance: Financial assistance of up to ₹75,000/- per annum for cancer treatment and dialysis.

> Treatment of other Diseases:

  • In case the treatment of a serious disease which is not listed in this scheme-document, such application will be referred to DGAFMS for comment/recommendation to consider it for financial assistance for treatment of that disease, to ESM under this scheme.
