Under this scheme, phased financial assistance linked to educational milestones is provided to eligible girl children to support their academic journey from birth to higher education.
In detail
The "Delhi Lakhpati Bitiya Scheme" has been launched by the Department of Women and Child Development, Delhi. The scheme aims to enhance the social status of the girl child, ensure her education, promote empowerment, and provide long-term financial security.
> Objectives of the scheme:
- Enhance the social status of the girl child in society as well as within the family.
- Ensure proper education and empowerment of the girl child.
- Encourage continuation of education among girl children.
- Ensure long-term financial security to girl children.
- Protect the girl child from discrimination and deprivation.
Who qualifies
- The applicant should be a girl child born in Delhi.
- The applicant should possess a birth certificate issued by the Registrar (Births and Deaths) of Delhi.
- The applicant should be a bonafide resident of Delhi for at least 3 years preceding the application.
- The applicant’s family annual income should not exceed ₹1,20,000.
- The benefit is limited to two girl children per family.
- The applicant should be studying in a Government, Municipal Corporation of Delhi (MCD), New Delhi Municipal Council (NDMC), or government-recognized school in Delhi.
- The applicant should apply within 1 year of birth or within 90 days of admission at the applicable stages.
- The girl child can be registered under the scheme within one year of birth or at the time of admission in Class 1st, 6th, 9th, 11th or after passing class 10th upon admission to Polytechnic/ITI courses (anywhere in India); or upon admission to Graduation/Diploma courses after passing 12th.1. The applicant must be pursuing a professional diploma in any Government-recognised or affiliated university, college, or institution, or under any other Government body (State/Central), anywhere in India.
- The applicant must be pursuing graduation in any university, college, or institution affiliated with or recognised by the UGC or any other Government body, anywhere in India.
- The applicant should remain unmarried until attaining 18 years of age.
- The applicant should fulfill immunization requirements as per the government norms.
> For girl child residing in any Government run and Licensed Child Care Institutions (CCIs) located in Delhi, where guardian is the State:
- The incharge of the institution will be the guardian of the girl child.
- The conditions of the family residing in Delhi for three years and family income limit shall be exempted in such cases.
- The birth place of the girl child shall also be exempted.
- The Aadhar card of girl child and the Aadhaar card of the incharge (at the time of registration) of the CCI being guardian shall be considered under required documents.
- This is applicable to only long term cases (residents) who are school going.

At Birth
- ₹11,000 deposited with milestone ‘B’, redeemable at 18 or 21 years
School Education Milestones
- ₹5,000 at admission in Class I (Milestone ‘O’)
- ₹5,000 at admission in Class VI (Milestone ‘S’)
- ₹5,000 at admission in Class IX (Milestone ‘N’)
- ₹5,000 at admission in Class XI or Polytechnic/ITI after Class X (Milestone ‘t’)
- ₹5,000 at admission in Class XII (Milestone ‘T’)
Higher Education / Skill Development
- ₹10,000 for 1-year Diploma (Milestone ‘D’)
- ₹20,000 for 2-year Diploma (₹10,000 each year – Milestones ‘d1’ and ‘d2’)
- ₹20,000 for 3-year Diploma (₹5,000 + ₹5,000 + ₹10,000 – Milestones ‘D1’, ‘D2’, ‘D3’)
- ₹20,000 for 3-year Graduation (₹5,000 + ₹5,000 + ₹10,000 – Milestones ‘G1’, ‘G2’, ‘G3’)
- ₹25,000 for 4-year Graduation (₹5,000 + ₹5,000 + ₹5,000 + ₹10,000 – Milestones ‘H1’, ‘H2’, ‘H3’, ‘H4’)
Conditions
- The financial assistance is non-transferable and non-refundable
- The amount cannot be withdrawn prematurely
- No loan or credit facility is allowed against the deposited amount
- The girl must remain unmarried until 18 years of age
- Immunization compliance is mandatory at all stages
- Failure to renew milestones may lead to the discontinuation of benefits
Mode of Disbursement
- Funds are deposited in the name of the girl child
- Managed through an authorized banking partner
- Final maturity amount is credited to the Aadhaar-linked bank account
- Valid until completion of milestones or attainment of 21 years
