The cost is being shared in 60:40 ratio by the Government of India and the Government of Haryana. The Hon'ble Chief Minister, Haryana has launched the Comprehensive Health Insurance of Antyodaya Units (CHIRAYU) Scheme on 21/11/2022 for the extension of AB- PMJAY benefits to the families having annual income less than or equal to Rs. 1.80 Lakh.

How this was judged a scheme rather than a budget head A state budget book lists colleges, directorates and building heads beside schemes. This row scored 1 on published signals: the provision is establishment money, not works. It does NOT clear the higher bar this register uses before saying a scheme is hidden from citizens, so it is listed here and not named there. Listing a budget head as a scheme is an annoyance; naming one as hidden would be a false accusation, and the two are not the same claim.
