Centre Share: `3,00,00,000/- State Share: `2,00,00,000/- This scheme is being implemented through cost sharing basis between the Central Government and respective State Government. Under this scheme, financial assistance is provided to the States by the Central Government on sharing basis i.e 60% by the Central Government and 40% to be borne by the State Government. Object and Performance of the Scheme As we are aware that Bhindawas Wetland and Sultanpur Wetland declared as Ramsar Sites and these Lakes and Wetlands are important parts of our ecosystems, which are effective in the flood control, waste water treatment, recharging of aquifers and also serve as natural habitat for migratory birds, therefore, the conservation of lakes and wetlands needs immediate attention. Presently, Ministry of Environment, Forest & Climate Change (MoEF&CC), GOI is implementing a scheme namely National Plan for Conservation of Aquatic Eco-systems (NPCA) for conservation and management of identified lakes and wetland in the country. The objective of providing financial assistance is to restore and conserve the urban and semi-urban lakes degraded due to waste water discharge in the lake and other unique freshwater ecosystems. There are two wetlands in Haryana viz. Sultanpur Wetland and Bhindawas Wetland which are notified as sanctuaries under Wildlife Protection Act, 1972. Both of these wetlands carries out habitat improvement activities like deepening of lake area, weed removal from the lake surrounding area, development of watch tower/birds sighting sites, ecosystem stability by introducing fish fingerling etc. Other activities include improving the research base and scientific management by assessing the water quality and identification of flora and fauna in these wetlands. The financial assistance for carrying out new activities in Sultanpur Wetland and Bhindawas Wetland has been provided under National Wetland Conservation Programme(NWCP), Ministry of Environment, Forest and Climate Change, New Delhi with funding on a cost sharing basis of 60:40 between the Central Govt. and the State Govt. Our Sultanpur Wetland and Bhindawas Wetland habitats will be improved which is very important for wildlife conservation.
How this was judged a scheme rather than a budget head
A state budget book lists colleges, directorates and building heads beside schemes.
This row scored 3 on published signals: the provision is establishment money, not works; the Centre shares the cost; the state files it as a shared scheme.
It does NOT clear the higher bar this register uses before saying a scheme is hidden from citizens, so it is listed here and not named there. Listing a budget head as a scheme is an annoyance; naming one as hidden would be a false accusation, and the two are not the same claim.
