No documentation checks for this scheme
The nine checks measure what myScheme publishes about a scheme. There is no myScheme
record here to measure, so this page shows none. A score of nought would read
as a verdict on the scheme when it is a fact about the portal.
What Haryana publishes about this
From the state’s own budget books · myScheme has no
record of it
For strengthening the financial position of Urban Local Bodies, State Government has launched contribution to Local Bodies from the proceeds of Stamp Duty to all Municipal Committees/Councils. Vide Government notification No. 8/5/2021-4CII dated 05.03.2021 and 15.07.2021, it has been decided that 2% stamp duty charged on registration of properties situated in a particular urban area will be assigned directly to the Municipal Corporation/Councils/ Committee concerned. Out of 2% stamp duty, 1% stamp duty will be transferred directly to the urban local bodies concerned and 1% will go to the common account of the department for the development works. The Deputy Commissioners will follow the process of determining the actual amounts payable to each Municipal Committees/ Councils on the basis of actual sale of Non-Judicial Stamp paper.
How this was judged a scheme rather than a budget head
A state budget book lists colleges, directorates and building heads beside schemes.
This row scored 1 on published signals: the provision is establishment money, not works.
It does NOT clear the higher bar this register uses before saying a scheme is hidden from citizens, so it is listed here and not named there. Listing a budget head as a scheme is an annoyance; naming one as hidden would be a false accusation, and the two are not the same claim.
