Centre Share: ` 2,02,20,000/- State Share: `1,34,80,000/- This is a Centrally Sponsored Scheme being implemented on sharing basis of 60:40 ratio. Paddy is grown on an area of about 31.25 lakh acres in Haryana due to which there is continuous excessive exploitation of ground water and soil fertility is also decreasing. Haryana Government is committed to preserve natural resources, in this direction, the State Government has started Crop Diversification Programme in Original Green Revolution in the State under RKVY during 2013. The scheme is being implemented in the more water exhaustive districts like Ambala, Fatehabad, Hisar, Jind, Karnal, Kaithal, Kurukshetra, Panipat, Rohtak, Sonipat, Sirsa and Yamunanagar where paddy is grown in more than 1.25 lakh acre. In order to encourage the farmers, the State Government has decided to provide an incentive of Rs. 2400/- per acre for Maize and Rs. 3600/ - per acre for pulses like Moong, Urd and Arhar and and Rs. 2000/ - per acre for Agro-Forestry i.e inter-cropping of Poplar-Wheat. The target 602 numbers of Power-Spray Pump-set has been kept and subsidy of Rs. 3000/- per Pump-set will also be given to the eligible farmers. The incentive will be disbursed in the farmers bank accounts through DBT after physical verification. The farmer registration is mandatory on www.agriharyana.gov.in to get the benefit of the scheme. Apart from this, District Level Mela will also be organized to make farmers aware about the scheme.
How this was judged a scheme rather than a budget head
A state budget book lists colleges, directorates and building heads beside schemes.
This row scored 3 on published signals: the provision is establishment money, not works; the Centre shares the cost; the state files it as a shared scheme.
It does NOT clear the higher bar this register uses before saying a scheme is hidden from citizens, so it is listed here and not named there. Listing a budget head as a scheme is an annoyance; naming one as hidden would be a false accusation, and the two are not the same claim.
