No documentation checks for this scheme
The nine checks measure what myScheme publishes about a scheme. There is no myScheme
record here to measure, so this page shows none. A score of nought would read
as a verdict on the scheme when it is a fact about the portal.
What Haryana publishes about this
From the state’s own budget books · myScheme has no
record of it
The Government of India has given approval to the State Government to set up effective machinery for the implementation of Handloom (Reservation) Act, 1985 which provides protection to the Handloom Weavers from the onslaught of the powerful power loom sector. As per the instructions of Government of India, an Enforcement Cell has been set up at Panipat to implement the scheme. The objective of the scheme is to promote the production of Handloom Articles reserved under the said Act, on Power loom by regular inspection of the Power loom units by the staff under enforcement cell. The expenditure on the salary of staff and functioning of the enforcement cell is reimbursed on 100% basis by the Government of India.

How this was judged a scheme rather than a budget head
A state budget book lists colleges, directorates and building heads beside schemes.
This row scored 2 on published signals: the provision is establishment money, not works; the Centre shares the cost.
It does NOT clear the higher bar this register uses before saying a scheme is hidden from citizens, so it is listed here and not named there. Listing a budget head as a scheme is an annoyance; naming one as hidden would be a false accusation, and the two are not the same claim.
