From the state’s own budget books · myScheme has no record of it

For rapid economic development, it is expected from everyone to be a partner in the development process. It is necessary for the social and economic upliftment of SCs/STs, a booster dose in the form of special incentives to encourage them to become entrepreneurs and to start their own industrial service venture. It is proposed to organize Entrepreneurial Development Programmes with special focus on SC rural youth and women in each district of the State to educate them and make them aware of the requirements for setting up their ventures. Under this scheme, SC category candidates are specifically targeted to impart those EDPs. After obtaining the EDP Training, the SC/ST beneficiaries are provided loan under various schemes of the State as well as Govt. of India like Prime Minister Employment Generation Programme (PMEGP), under which the criteria is to provide loan to 22.50% SC/ST beneficiaries. The duration of the programme will be of four weeks. Thus, 1540 SC/ST beneficiaries will be trained under the Scheme in a year.

How this was judged a scheme rather than a budget head A state budget book lists colleges, directorates and building heads beside schemes. This row scored 1 on published signals: the provision is establishment money, not works. It does NOT clear the higher bar this register uses before saying a scheme is hidden from citizens, so it is listed here and not named there. Listing a budget head as a scheme is an annoyance; naming one as hidden would be a false accusation, and the two are not the same claim.
