No documentation checks for this scheme
The nine checks measure what myScheme publishes about a scheme. There is no myScheme
record here to measure, so this page shows none. A score of nought would read
as a verdict on the scheme when it is a fact about the portal.

As per mandate of 73rd Constitutional Amendment, the State Government has regularly constituted the State Finance Commission under Article 243-I read with Section 213 of the Haryana Panchayati Raj Act, 1994 from time to time to review the financial position of the Panchayats. State Finance Commission also makes recommendations on the principles which should govern the distribution between the State and the Panchayats of the net proceeds of the taxes, duties, tolls and fees leviable by the State, including their allocation between the Panchayats at all levels, the determination of the taxes, duties, tolls and fees that may be assigned to, or appropriated by the Panchayats and the grants-in-aid to the Panchayats from the Consolidated Fund of the State and the measures needed to improve the financial position of the Panchayats. As per recommendations (Revised Explanatory memorandum) of the sixth State Finance Commission, 80% amount shall be distributed/released to the GPs on the basis of PPP (Parivaar Pehchaan Patra) population of the Panchayats and 20% amount shall be distributed as per Area under the State Finance Commission Grant. Additionally, the funds shall be released to the Panchayat Samitis, and Zila Parishads only as per PPP (Parivaar Pehchaan Patra) populations of the concerned Zila Parishads, Panchyat Samitis and Gram Panchayats.
How this was judged a scheme rather than a budget head
A state budget book lists colleges, directorates and building heads beside schemes.
This row scored 1 on published signals: the provision is establishment money, not works.
It does NOT clear the higher bar this register uses before saying a scheme is hidden from citizens, so it is listed here and not named there. Listing a budget head as a scheme is an annoyance; naming one as hidden would be a false accusation, and the two are not the same claim.
