During Kharif 2023, the Agriculture Insurance Company of India Ltd. had refused to implement the scheme 'Pradhan Mantri Fasal Bima Yojana' in cluster-II. Due to this peculiar situation and in the interest of the farmers, the State Government has launched a new scheme named as 'Haryana Fasal Suraksha Yojana' in Cluster Il having seven districts Ambala, Hisar, Jind, Mahendergarh, Karnal, Sonipat and Gurugram for cotton crop loss compensation for the season Kharif 2023 in the State. The farmers have been charged enrolment fee of Rs. 1500/- per acre to register their Cotton crop under the scheme through online mode. Under the scheme, 17,806 farmers have been registered with registered area 61417.806 (in Acre) and collection amount of Rs. 9,21,26,685.50/-. A total of 15,317 farmers have been benefited with financial amount of Rs 65,08,18,007.11, out of which Rs. 63,49,36,732.60 has been disbursed to the farmers and the remaining amount of NEFT rejected cases is in the process of disbursement. In addition to this, during Kharif 2024, the State Govt. has decided to disburse an amount of Rs. 2000.00 per acre to farmers for adverse weather conditions for Agricultural and Horticultural Crops. For this decision, an approximate amount of Rs. 800.00 Crore has already been disbursed to farmers. Hence, the Haryana Fasal Suraksha Yojana is now being used for the purpose to disburse the bonus to the farmers.
How this was judged a scheme rather than a budget head
A state budget book lists colleges, directorates and building heads beside schemes.
This row scored 4 on published signals: a benefit word in the name; the provision is establishment money, not works.
It also clears the higher bar this register uses before saying a scheme is hidden from citizens, and it is named on /divergence.
