No documentation checks for this scheme
The nine checks measure what myScheme publishes about a scheme. There is no myScheme
record here to measure, so this page shows none. A score of nought would read
as a verdict on the scheme when it is a fact about the portal.
What Haryana publishes about this
From the state’s own budget books · myScheme has no
record of it
The Department has taken a lead for the development of an Integrated Finance and Human Resource Management System (IF&HRMS) for the State Government. This project has been envisaged to make budgetary control more effective, improve cash flow management, promote day-wise reconciliation of accounts, improve accuracy and timeliness for preparation of accounts, and brings about transparency and efficiency in public delivery systems, better financial management along with improved quality of governance in the State. Under this scheme, the provision of funds have been made for payment of monthly remuneration to software developers/ Junior Developers working in NIC and consultancy charges of HARTRON and NICSI for deployment of these software developers/ Junior Developers along with for the procurement of hardware, software, AMC etc. in addition to other expenditure, for implementation of e-Governance project under Integrated Finance and Human Resource Management System (IF&HRMS)
How this was judged a scheme rather than a budget head
A state budget book lists colleges, directorates and building heads beside schemes.
This row scored 1 on published signals: the provision is establishment money, not works.
It does NOT clear the higher bar this register uses before saying a scheme is hidden from citizens, so it is listed here and not named there. Listing a budget head as a scheme is an annoyance; naming one as hidden would be a false accusation, and the two are not the same claim.
