Scheme Name: National Livestock Mission Breed Development of Livestock & Poultry and Seminar for Scheduled Castes (SCSP) (60:40) Centre Share: `1,20,00,000/- State Share: `80,00,000/- The National Livestock Mission (NLM) envisages focused breed improvement and entrepreneurship development under the Sub-Mission on Breed Development of Livestock, Poultry and Innovation & Extension components. In Haryana, the scheme is implemented through the State Implementing Agency under the Animal Husbandry & Dairying Department with a funding pattern of 60:40 between the Government of India and the State Government. The mission aims at enhancing per animal productivity, genetic upgradation, and organized development of poultry, sheep, goat and piggery sectors. Assistance is provided for establishment of Regional Semen Production Laboratories, strengthening of State Semen Banks, propagation of Artificial Insemination services, and import of high genetic merit germplasm to prevent inbreeding and improve production traits. In addition, entrepreneurship development is promoted through capital subsidy support for breed multiplication units in rural poultry, small ruminants and piggery. The Innovation and Extension component supports seminars, conferences, awareness programmes, and capacity building initiatives to disseminate scientific breeding practices and modern technologies among farmers and field functionaries. Through these interventions, Haryana aims to strengthen forward and backward linkages, improve availability of quality germplasm, enhance meat, egg, milk and wool production, and generate sustainable employment in the livestock sector.
How this was judged a scheme rather than a budget head
A state budget book lists colleges, directorates and building heads beside schemes.
This row scored 5 on published signals: a benefit word in the name; the Centre shares the cost; the state files it as a shared scheme.
It also clears the higher bar this register uses before saying a scheme is hidden from citizens, and it is named on /divergence.
