How this was judged a scheme rather than a budget head
A state budget book lists colleges, directorates and building heads beside schemes.
This row scored 5 on published signals: a benefit word in the name; the provision is establishment money, not works; the Centre shares the cost.
It also clears the higher bar this register uses before saying a scheme is hidden from citizens, and it is named on /divergence.
