How this was judged a scheme rather than a budget head A state budget book lists colleges, directorates and building heads beside schemes. This row scored 3 on published signals: the provision is establishment money, not works; the Centre shares the cost; the state files it as a shared scheme. It does NOT clear the higher bar this register uses before saying a scheme is hidden from citizens, so it is listed here and not named there. Listing a budget head as a scheme is an annoyance; naming one as hidden would be a false accusation, and the two are not the same claim.
