Air pollution represents a signlficant global challenge. Haryana Clean Air Project for Sustainable Development (HCAPSD) establishes the vision of the Government of Haryana for reducing air pollution through the reformation of air quality management. The State Government has partnered with the World Bank for technical and financial support for its clean air project. The detailed project report (DPR) prepared by the state for improving air quality consists of cross-Sectoral Initiatives for mitigation of air pollution. The generator set subsidy and Assistance in conversion of boiler to run on cleaner fuels will be provided under this scheme. The World Bank has formulated an airshed-based air quality management programme to reduce PM emissions in the region by bringing together the Indo- Gangetic Plain (IGP) states to take targeted action for reducing air pollution, and driving interstate collaboration for improving air quality. The project document sets the vision for multi-sector action to reduce air pollution in line with the state's vision to achieve SDGs by 2030. The program focuses on MSME industrial units that operate with outdated boilers and diesel generator (DG) sets, both of which are major contributors to PM 2.5 emissions. The intervention will support adoption of CPCB-compliant boilers, dual-fuel DG sets (natural gas + diesel), or DGs equipped with emission control devices. The project is financed through the World Bank's Program for Results (PforR) mechanism. Under the PforR mechanism, the phase-wise indicated payment from the World Bank will be received only after the targets in the disbursement-linked indicators (DLIs) are met. To meet the expenditure for providing financial incentives to MSMEs for conversion/replacement of boilers to run on cleaner gaseous fuels (PNG)

How this was judged a scheme rather than a budget head A state budget book lists colleges, directorates and building heads beside schemes. This row scored 3 on published signals: a benefit word in the name. It does NOT clear the higher bar this register uses before saying a scheme is hidden from citizens, so it is listed here and not named there. Listing a budget head as a scheme is an annoyance; naming one as hidden would be a false accusation, and the two are not the same claim.
