What Haryana publishes about this

From the state’s own budget books · myScheme has no record of it

The objective of the scheme is focused on providing Mobile vans for Facilitating of health care of workers working in the factories. Haryana is one of the most industrialized state in the country; with the pace of time, the industries are increasing and so are dangers in the form of occupational diseases. In order to diagnose occupational disease such as pneumoconiosis (silicosis, Baggiosis, NIHL, Skin, Eczema) etc., the medical examinations of the workers working in the factories and at the Construction sites is mandatory as per the provisions of the Factories Act, 1948 and the, Building and Other Construction workers Welfare Act, 1996 and Rules framed there under. As most of the occupational diseases are incurable at later stage, therefore, there is a great requirement for fully equipped Mobile vans equipped with X-ray machine, snellen chart, Ishihara Chart, Stethoscope, B.P. Apparatus, audiometer etc. in 5 districts of the State . 648 workers have been confirmed as suffering from occupational diseases and their treatment/rehabilitation assistance as per the Haryana Silicosis Rehabilitation Policy has been started. Drivers and technical staff required to operate the vans are available and tests are being done regularly.

How this was judged a scheme rather than a budget head A state budget book lists colleges, directorates and building heads beside schemes. This row scored 1 on published signals: the provision is establishment money, not works. It does NOT clear the higher bar this register uses before saying a scheme is hidden from citizens, so it is listed here and not named there. Listing a budget head as a scheme is an annoyance; naming one as hidden would be a false accusation, and the two are not the same claim.
