The nine checks measure what myScheme publishes about a scheme. There is no myScheme
record here to measure, so this page shows none. A score of nought would read
as a verdict on the scheme when it is a fact about the portal.
What Haryana publishes about this
From the state’s own budget books · myScheme has no
record of it
To provide basic health facilities to the SC patients of the State, it is the primary duty of the State Health Department to ensure adequate supply of essential life saving medicines to all the outdoor/indoor patients free of cost. Although population of the State has increased substantially over the years and the prices of medicines & consumables, linen, X-Ray films, Bandages, Anti-sera, Gloves, Dentals material, Suture material etc. have also increased many folds. Therefore, sufficient funds are required to provide various health facilities to the SC Patients of the State.

How this was judged a scheme rather than a budget head
A state budget book lists colleges, directorates and building heads beside schemes.
This row scored 1 on published signals: the provision is establishment money, not works.
It does NOT clear the higher bar this register uses before saying a scheme is hidden from citizens, so it is listed here and not named there. Listing a budget head as a scheme is an annoyance; naming one as hidden would be a false accusation, and the two are not the same claim.
