No documentation checks for this scheme
The nine checks measure what myScheme publishes about a scheme. There is no myScheme
record here to measure, so this page shows none. A score of nought would read
as a verdict on the scheme when it is a fact about the portal.

Centre Share: ₹48,00,00,000/- State Share: ₹32,00,00,000/- Rashtriya Uchchatar Shiksha Abhiyan Scheme was launched by MHRD, New Delhi in the year 2013-14 for funding the state universities to achieve the aims of equity, access and excellence. It is an umbrella scheme that would subsume other existing schemes in the area. The central funding would flow from MHRD through State Councils of Higher Education to the institutions. All funding under RUSA would be norm based and future grants would be outcome dependent. Following are the main components of RUSA:- 1. Creation of new Universities. 2. Converting colleges/cluster of colleges into Universities. 3. Expansion of Courses. 4. One Model College in each district. 5. Research and Innovation grants. 6. Creation of State Higher Education Council. 7. Creation of Accreditation Agencies. 8. Infrastructural Up-gradation. 9. Expansion of Distance Education programmes. 10. Establishing Management Information System. 11. Faculty support recruitment. 12. Administrative reforms. 13. Academic and examination reforms. 14. Affiliation reforms. 15. Leadership development of Educational Administrators.
How this was judged a scheme rather than a budget head
A state budget book lists colleges, directorates and building heads beside schemes.
This row scored 3 on published signals: the provision is establishment money, not works; the Centre shares the cost; the state files it as a shared scheme.
It does NOT clear the higher bar this register uses before saying a scheme is hidden from citizens, so it is listed here and not named there. Listing a budget head as a scheme is an annoyance; naming one as hidden would be a false accusation, and the two are not the same claim.
