The objectives of the scheme are to check malpractices/adulteration in fertilizers, pesticides, seeds as well as to ensure good quality agricultural inputs to the farmers by testing pesticides, fertilizers and seeds samples on the basis of provisions of Insecticides Act, 1968, Insecticides Rules, 1971 and Fertilizers (Control) Order, 1985 and Essential Commodities Act, 1955, Seed Act, 1966 and Seed (Control) Order, 1983 and to create a buffer stock of DAP and Urea fertilizers with the institutional agencies like Haryana State Co-operative Supply and Marketing Federation Limited (HAFED), Haryana Agro Industries
