The nine checks measure what myScheme publishes about a scheme. There is no myScheme
record here to measure, so this page shows none. A score of nought would read
as a verdict on the scheme when it is a fact about the portal.
What Haryana publishes about this
From the state’s own budget books · myScheme has no
record of it
In Haryana, approximately 4.50 lakh children are Intellectually disabled and out of this, more than 50% fall in the category of educable and remaining 50% in the category of trainable group. Though a few special schools are being run by some voluntary organizations, yet it seems that these are not able to provide full facilities to the mentally challenged due to financial crunch or due to lack of Grant-in-Aid from funding agencies. These schools are providing educational facilities and elementary or vocational training to benefit the challenged of the limited area where these centres are situated. It is also observed that in these centres only Intellectually disabled are getting benefited and the children having cerebral palsy (complex, multi-challenged condition) are not getting benefited. These children also have number of other major impairment and locomotive disabilities. Therefore, to provide full rehabilitation facilities under one roof to the Intellectually Disabled children with cerebral palsy, a State Institute for Rehabilitation Training & Research (SIRTAR) has been established by the State Government at Rohtak. A total of 63 employees (25 Teaching+38 Non-teaching) have been engaged at the Institute and during the current academic year, a total of 145 students (110 Day scholars + 35 Hostellers) have been accommodated at the institute. Accordingly, it is essential to operate SIRTAR for their overall development of Mentally Retarded children. Under this scheme, the funds are required to provide full rehabilitation facilities under one roof to the Intellectually Disabled children with cerebral palsy and other major impairment and locomotive disabilities.
How this was judged a scheme rather than a budget head
A state budget book lists colleges, directorates and building heads beside schemes.
This row scored 1 on published signals: the provision is establishment money, not works.
It does NOT clear the higher bar this register uses before saying a scheme is hidden from citizens, so it is listed here and not named there. Listing a budget head as a scheme is an annoyance; naming one as hidden would be a false accusation, and the two are not the same claim.
