Centre Share:`40,00,00,000/- State Share: `40,00,00,000/- This Scheme was started under Integrated Child Development Scheme (ICDS) in the State during 1975-76. The expenditure of Supplementary Nutrition Programme (SNP) is being shared by Centre & State in the ratio of 50:50. The State Government is providing Supplementary Nutrition programme (SNP) containing an average nutritive value as per norms fixed i.e. in case of Pregnant/Lactating mothers 600 calories and 18- 20 gm. protein, in case of children 500 calories and 12-15 gm. protein and in case of severely malnourished children 800 calories and 20-25 gm. protein @ `9.50/- per mother, ` 8/- per child and `12/- per malnourished child respectively, per day for 300 days in a year. The recipes provided under ICDS are Poshtic Panjiri, Bharwa Parantha, Aloo puri, Meetha Chawal, Meetha Dalia, Pulao. Gulgale and Chana, Murmura & Mungfali Mixture etc. At present, the fortified Panjiri is prepared in two Panjiri Plants, one at Gharaundha (Karnal) and other one at Gurugram, which is supplied in the Anganwadi centres of Karnal, Gurugram and Mewat and for the remaining districts, the fortified Panjiri is being distributed through Haryana Agro. These department’s Panjiri Plants are producing 3.5 MT Panjiri per month. The Panjiri produced by these Panjiri Plants is fortified with micronutrients and is being given to the children as morning snack in age group of 3 to 6 years of Anganwadi Centres. At present, these plants are producing Panjiri which caters only 14% requirements. The Panjiri is to be given as Take Home Ration (THR) to approximately4.45 lakh children.

How this was judged a scheme rather than a budget head A state budget book lists colleges, directorates and building heads beside schemes. This row scored 3 on published signals: the provision is establishment money, not works; the Centre shares the cost; the state files it as a shared scheme. It does NOT clear the higher bar this register uses before saying a scheme is hidden from citizens, so it is listed here and not named there. Listing a budget head as a scheme is an annoyance; naming one as hidden would be a false accusation, and the two are not the same claim.
