No documentation checks for this scheme The nine checks measure what myScheme publishes about a scheme. There is no myScheme record here to measure, so this page shows none. A score of nought would read as a verdict on the scheme when it is a fact about the portal.

What Haryana publishes about this

From the state’s own budget books · myScheme has no record of it

As per 74th Constitutional Amendment, 33 percent reservation for women as President/Mayor and Councilor in the Urban Local Bodies has been made. The new entrants are large in number and they have a defined role to play in the affairs of local bodies. Because of lack of knowledge and skill they are unable to contribute in a meaningful way. Thus training for elected Councilors regarding role and responsibility, power and functions is organized under this scheme as recommended by the Haryana Institute of Public Administration.

How this was judged a scheme rather than a budget head A state budget book lists colleges, directorates and building heads beside schemes. This row scored 1 on published signals: the provision is establishment money, not works. It does NOT clear the higher bar this register uses before saying a scheme is hidden from citizens, so it is listed here and not named there. Listing a budget head as a scheme is an annoyance; naming one as hidden would be a false accusation, and the two are not the same claim.
