No documentation checks for this scheme
The nine checks measure what myScheme publishes about a scheme. There is no myScheme
record here to measure, so this page shows none. A score of nought would read
as a verdict on the scheme when it is a fact about the portal.

How this was judged a scheme rather than a budget head
A state budget book lists colleges, directorates and building heads beside schemes.
This row scored 8 on published signals: the book's purpose line describes building or upkeep, not a transfer; welfare function major head 2225; the purpose line names who receives it: students.
It also clears the higher bar this register uses before saying a scheme is hidden from citizens, and it is named on /divergence.
