What this is
The scheme is implemented by the Department of Animal Husbandry & Dairying, Government of Haryana with the objective of encouraging the farmers for conservation and development of the indigenous breeds of cows and buffaloes.
In detail
The scheme “Scheme for Conservation and Development of Indigenous Cattle and Murrah Development” is implemented by the Department of Animal Husbandry & Dairying, Government of Haryana with the objective of encouraging the farmers for conservation and development of the Indigenous breeds of cows and buffaloes.
> Long-term objectives:
- Conservation and up-gradation of valuable indigenous germplasm available in the State of Haryana.
- Increase in milk production and overall productivity.
> Medium-term objectives (5 years Horizon):
- Identification of top-quality germplasm of indigenous breeds of Cow and buffalo and their insemination with high-quality semen for sustainable genetic improvement.
- Encouraging the farmers to rear and breed high-yielding animals of genetic merit.
> Description of Scheme:
- Murrah buffaloes meeting the benchmark of 18 kg daily peak yield would be properly identified (with ear tags) along with their progeny. Cash incentives ranging from ₹15,000/- to ₹30,000/- would be provided to owners of these buffaloes.
- Haryana, Sahiwal and Belahi cows, meeting the benchmark of 8 kg, 10 kg, and 5 Kg peak yield respectively would be properly identified (with ear tags) along with their progeny. The cash incentives ranging from ₹5,000/- to ₹20,000/- would be provided to owners of these cows.
- The beneficiaries will be under obligation not to sell the buffalo/cow and its progeny for at least one year as the main objective of scheme is to conserve the indigenous breeds of Cow and buffalo.
- The identified animals would be insured and part of insurance premium will be borne under the prevailing insurance scheme if any, and rest will be paid by the beneficiary as per insurance scheme.
- If no Livestock Insurance Scheme is in operation then the beneficiary would have to arrange for the insurance of the animals on its own and the insurance premium shall be paid by the beneficiary.
Who qualifies
- The applicant must be a resident of Haryana.
- The applicant must be of the age of 18 - 55 years.
- A Cow or Buffalo eligible to be recorded must be between 05 to 75 days of the date of its Calving as on date of application.
- A maximum of two milch animals (two Cows or Two Buffaloes or One Cow and One Buffalo) per applicant/beneficiary would be eligible for the incentive money under this scheme.
- The cows must be true to Hariana, Sahiwal, or Belahi breed and buffalo must be of Murrah Breed only.
- Incentive for a particular animal could be provided only twice in its life span i.e. if the incentive is provided to a beneficiary for a particular animal twice, such beneficiary would stand debarred for receiving an incentive for that animal in its subsequent calving in the future.
- The scheme is individual beneficiary-oriented.
Note 01: A maximum of two milch animals per applicant will be eligible for the incentive money under this scheme. However, the recordings of more than two buffaloes/Cows of an applicant may be carried out for collecting data of the top quality Murrah buffaloes/Indigenous cattle (Hariana, Sahiwal, and Belahi). But incentive money would be provided only for two animals (in the highest slabs) of that applicant in a particular year.
Note 02: In case an applicant lives at a place other than where the animals are kept or intended to be kept, than the jurisdiction area will be the place where animals are kept (Within state of Haryana only).

The beneficiary would be further bound to look after the male calf properly and the Department will have the first right to purchase it. In case, the beneficiary does not abide by the contract i.e. disposes of the identified Indigenous Cow/Murrah Buffalo and/or its male calf, he would not be eligible for the cash incentive. The owners of the recorded cows/buffaloes would be required to breed their animals through artificial insemination by the Government.
Who is excluded
Any group/firm/organization would not be permitted to apply under the Scheme.
