- The applicant must be the dependent (husband/wife) of a deceased identified state agitator.
- The deceased agitator must not fall under the category of those who went to jail for 7 days or were injured during the Uttarakhand State Movement.
- The deceased agitator must not have been receiving agitator pension or any other pension from a government source, nor employed in government service.
